In order to unlock this quest you need to complete two other quests:
- First is The Weight of Command, from earlier in the game.
- Second is Through the Maelstrom, a main story quest. This is the end point of a small quest chain. Finish Through the Maelstrom to make Self-Determination appear.
Check Clive's Reading Desk in his quarters and you'll find a letter from Cole, the Cursebreaker from The Weight of Command. He's concerned about Dorys, his captain, who seems troubled but refuses all help. Head to the Mess after accepting the side quest to trigger a cut scene, where one of the Cursebreakers will tell Clive that Dorys is at Martha's Rest.
Travel to Martha's Rest and check the back alleys to the west of the Golden Stables, north of the market. You'll find Dorys speaking to a woman, and after said woman leaves Dorys will reveal that she's trying to stop slavers from abducting more Bearers. She needs Clive to deal with a group of slavers in the Baum Arches, to the south.
Fast Travel to the Auldhyl Docks Obelisk and head east. The Baum Arches are part of Shallop Rock, and you'll find a bridge to the arches on your left as you walk east through the fields of Auldhyl. At the top of the slope you'll find a slaver camp, and after a cut scene a group of Imperials will attack. Take out the two Astrologers casting Protect and the rest of the soldiers should fold pretty easily.
You'll receive Wyrrite and Magicked Ash for defeating the Imperials. The cut scene that follows will wrap up the quest.
