In order to unlock this side quest you must first make your way to Northreach, as part of the main story quest Righting Wrongs. Once you're in Northreach, courtesy of Isabelle, head to the Veil. Speak to Isabelle here and she'll give you a seal that will make the people of Northreach friendlier to Clive. Head into the Royal Meadows after speaking to all of the necessary NPCs in Northreach to unlock All Bark.
You'll find the petitioner for this quest standing near a homestead a short ways west of Moore, in the north of the Royal Meadows. His name is Benoit, and he demands that Clive kill some sort of creature that is attacking Benoit's son. Benoit seems oddly unconcerned, but... sure.
Head west of the homestead and you'll find the boy being menaced by a Rabid Wolf. It's an easy kill, and you'll earn two Bloody Hides for winning the battle. You'll make a rather disturbing discovery, and the boy will run off. Follow him back to the homestead and you'll be given a choice of responses when you speak to Benoit. You'll get different dialogue depending on your choice, but the end result is the same.
Head back to the spot where you fought the Rabid Wolf and bury what's there to complete the quest. (And check out the wagon by the homestead once everything is done. What a dark quest.)
