Moonbury Town's fashion designer, Nova is usually pretty easy to find. Though she wanders around Moonbury quite a bit, you'll most often find her during office hours at her shop, Silky Stitch Tailor's. The shop is just north of Town Hall, and conveniently located just south of the Moonbury Town Square Fast Travel point. Nova also has a house that's just south of yours, but your best bet for finding her is usually Silky Stitch Tailor's.
Once you've boosted your relationship with Nova to a sufficient level a notice will appear on the Bulletin Boards of Moonbury, inviting everyone to a prayer session at the Church between 6:30 and 12:00, all week long. The prayer session won't be too busy...
... but you'll nevertheless get to see a much more vulnerable side of Nova, who is typically rather brutal in her commentary. After a quick, somewhat touching scene the quest will end, and your relationship with Nova will be bumped up to the second level. You'll also unlock the path to her second quest, Holding On to Memories.
