Making a friend out of Zeke can be a bit of a pain. He moves all over Moonbury, and the only place you can predictably locate him is at his tent, near the Bulk and Build in the northwest corner of town. The rest of the day Zeke moves throughout Moonbury, sleeping on benches and fishing in Moonbury Park, among other things. The fact that Zeke snoozes in and of itself makes befriending him problematic, so you may want to look for him in the morning or the evening rather than around noon.
Once you've maxed out your friendship with Zeke he'll put up a note on the Bulletin Boards of Moonbury, asking for someone to take care of Kipps for a while. He'll ask you to meet him on the bridge between Town Square and Silky Stitch Tailor's, more or less right in the middle of Moonbury. You can catch him here between 14:30 and 21:30, any day of the week.
Show up at the bridge on time and Zeke will leave Kipps in your care while he leaves to attend to... something. Cat and chemist will follow him, learning in the process that there is much more to Zeke than it appears. The quest will end successfully on a bit of a cliffhanger, and your relationship with Zeke will move to the second level.
